conjunction with the World Energy Engineering Congress. The Texas Energy Partnership helps local jurisdictions reduce emissions and improve

Longview Organization Awards Scholarship to UT Tyler Student

The Safety Council of East Texas, Inc. awarded a $1,000 scholarship to Emmanuel O. Oyathelemi, a graduate student at The University of Texas
at Tyler, Dr. James Harbaugh, UT Tyler associate professor of technology, announced.
“We’re presenting this scholarship in support of UT Tyler and its efforts to promote safety,” said Rick Wall, director of the Safety Council of East
Texas, which is a 501C nonprofit organization.
The scholarship is the first presented to UT Tyler from the Longview-based organization, according to Wall.
The annual scholarship will be awarded to technology students with at least 18 graduate semester credit hours, 3.5 grade point average and who
have completed two industrial safety internships while at UT Tyler.
“Scholarship recipients also must have displayed self-discipline in academic work, motivational abilities, make application of leadership initiatives,
have experienced and worked through hardships and exhibit work ethic,” said Harbaugh.
“Emmanuel has completed two industrial safety internships while at UT Tyler and 24 graduate hours of course work in a 12 month period,”
Harbaugh said.
Oyathelemi will complete his master’s degree in industrial safety in August 2005.

Council on Certification of Health, Environmental and Safety Technologists

Mr. Robert Rowan becomes a Construction Health and Safety Technician
Mr. Rowan has completed all requirements for certification as a Construction Health and Safety Technician (CHST).  This highly respected
certification is awarded to individuals who meet the experience and/or education requirements to include passing a four hour examination.  The
examination covers safety and health inspections, general safety orientation, safety and health record keeping, hazard communication
compliance, safety analysis and planning, accident investigation, program management and administration, OSHA and other inspections.
The Construction Health and Safety Technician provides an important supporting effort at the job site level to aid in the protection of workers, the
public, property, and the environment.  The CHST functions within specifically designed and managed programs aimed at compliance with safety
principles and federal, state and local regulations.

A.T.I.P. Award from the City of Longview
Mendy Castiglione and Shawn Raney received the Attitude, Teamwork, Integrity, and Professionalism Award from the City of Longview for their
commitment to Excellence in "Teamwork".  This award is in recognition for their demonstrated ability of working together to achieve more for the
City of Longview.  Mendy trained other staff on the Family & Medical Leave and Worker's Compensation process, then coordinated a new
procedure to ensure that those on Workers' Comp who also qualify for FML will be designated and notified as such at the same time that
Workers' Comp paperwork is sent to the employee.  Shawn has trained staff to conduct driver record check through the State of Texas FTP wed
site.  Shawn also conducts all random, pre-assignment and reasonable suspicion drug and alcohol testing as a result of this he has also worked
with other staff to coordinate the employee drug and alcohol notification process, paperwork, medical facility communication, results notification
and billing process.

Longview Recognized for Reduction of Energy Use

(Longview, TX)  The City of Longview has received recognition from the State Energy Conservation Office and Texas Energy Partnership for
successfully achieving a 47.3% reduction in annual energy consumption related to municipal operations. This decreased energy usage was
accomplished through efforts such as regulating thermostats at facilities, running lighting and equipment only when necessary with the assistance
of timers and motion switches, and gradually installing new lighting and equipment capable of greater energy efficiency. Examples of energy-
saving equipment changes include the installment of LED traffic signals, LED pedestrian crosswalk signals, flat screen computer monitors, and
energy-efficient fluorescent lighting.  The efforts were led by the City’s Environmental Management team and were part of a statewide
conservation emphasis as outlined in Senate Bill 5 by the 77th Texas Legislature in 2001.  Senate Bill 5 requires all political subdivisions in urban
and surrounding counties to implement cost-effective energy-efficiency measures to reduce electric consumption on existing facilities; adopt a
goal to reduce electric consumption by 5 percent a year for five year beginning in 2001; and report annual to the State Energy Conservation
Office on progress.  Shawn is the Co-Chairman for the City of Longview's Environmental Management team.
